Welcome to the School-Based Medicaid webpage. We acknowledge that navigating Medicaid School-Based Services can be complicated and confusing to implement. The purpose of this webpage is to provide information, resources, clarification, and training to support LEAs implementing and billing for Medicaid School-Based Services. This webpage has six sections, as described below.

What’s New – This section includes new information as it becomes available. Check this section frequently to learn about any exciting news or upcoming events.  Information in this section will move into other relevant sections as it ages.

Hot Off The Press! Updated Medicaid School-Based Services Reference Guide (8-28-19): Get ‘em while they’re hot! The 2019 Medicaid SBS Reference Guide is now available for your reading pleasure. We are pleased to announce a new chapter related to Maintenance of Effort. We hope the newly organized 2019 Medicaid SBS Reference Guide will help you implement and seek reimbursement for Medicaid School-Based Services in the coming year. Of course, you can always submit your questions to us using the online Clarification Form.

NEW Online Clarifications Form available (8-1-19):  The PDF version of the Clarifications form has been retired.  Please use the online Clarifications Form to submit your questions, concerns, or issues related to implementing and billing for Medicaid School-Based Services.

Advisory Committees

Idaho has two advisory committees designed to support Medicaid School-Based Services implementation and reimbursement:the Medicaid Advisory Committee (MAC) and the Interagency Students Services Support Committee (ISSSC). Both committees meet on the second or third Wednesday in September, December, March, and June at the Idaho State Department of Education. Listed below are meeting dates for 2019-20.

Medicaid Advisory Committee

The Department of Health and Welfare (DHW) and the State Department of Education (SDE) collaborate to support the Medicaid Advisory Committee (MAC). The purpose of the MAC is to facilitate collaboration among Local Educational Agencies (LEAs), the SDE, and the DHW related to Medicaid School-Based Services and providers. The MAC’s role is to serve as a consulting body for matters of Medicaid School-Based Services policy and practice and to recommend changes to Medicaid School-Based Services policy, within the scope of applicable state and federal rules. MAC membership includes representatives from SDE, DHW, LEA Special Education (SPED) Directors (or designees) from each of the six Idaho Educational Regions and charter schools, and Idaho Parents Unlimited. LEA representatives serve a three-year term. The 2019-20 MAC committee members are listed below.

Interagency Student Services Support Committee

The Interagency Student Services Support Committee (ISSSC) was created by Executive Order No. 2017-04. The ISSSC brings together legislators, representatives from the SDE and DHW, representatives from administrative professional organizations, and LEA representatives to examine issues related to policy and procedures for Medicaid School-Based Services. The detailed responsibilities of the ISSSC are outlined in the Executive Order No. 2017-04 .The 2019-20 ISSSC committee members are listed below.

Then NEW online Clarification Form is designed for you (billers, teachers, therapists, administrators, psychologists, etc.) to submit questions, concerns, or issues related to implementing and/or billing for Medicaid School-Based Services. Once you complete the online Clarification form, we will respond to your question, concern, or issue via email. We then post your question, concern, or issue with our response to the Clarifications webpage Clarifications webpage. Please allow up to two weeks to receive a response. If you have an urgent question, concern, or issue, please email Karren Streagle and Angie Williams to let us know of your urgency. We ask that you do two things before submitting a new Clarification form:

1. Please browse the Clarifications webpage Clarifications webpage to see if your question, concern, or issue has already been addressed by an existing Clarification.
2. Please submit only one question, concern, or issue per Clarification form.
