The Idaho State Department of Education (SDE) has a federal State Personnel Development Grant (SPDG) from the U.S. Department of Education called Cultivating Readers. The goal of the Idaho SPDG is to improve reading proficiency for students with disabilities through the sustained implementation of explicit instruction when teaching reading to students with disabilities. The SDE partners with local education agencies (LEAs) throughout the state to offer multi-year professional development to district and school staff to improve reading for students with disabilities in kindergarten through third grade. Cultivating Readers supports LEAs by offering training, coaching, and follow-up supports, with a focus on the following:

  • increased ability of instructional staff to utilize explicit instruction when teaching reading to students with disabilities
  • increased capacity of instructional coaches to support implementation
  • increased capacity of leadership to implement evidence-based practices

Cultivating Readers professional development is for principals, special education directors, general and special education instructional staff, district coaches and families who serve students with disabilities in kindergarten through third grade.

Small and rural LEAs are encouraged to participate. Often, small LEA staff have multiple roles in the project (e.g., special education director and coach). This project will work with your LEA’s unique needs to differentiate supports.

There are two paths to apply. Each path requires a letter of intent and an application.  Refer to the Comparison Leaders to Readers document for additional supports provided to LEAs already participating in the Cultivating Leaders project.  Refer to the Cultivating Readers Implementation Guide 2021-2022 for more information.

Path 1:  For LEAs that are NOT participating in the Cultivating Leaders project in 2020-2021:
  1. Read and complete the Superintendennullt letter of intent document (Word form)
  2. Submit electronically the Superintendent letter of intent online form (DEADLINE EXTENDED - Due March 15)
  3. Read and complete the full-length application document (Word form)
  4. Submit electronically the full-length Cultivating Readers Application (DEADLINE EXTENDED - Due April 16)

Path 2:  For LEAs that are participating in the Cultivating Leaders project in 2020-2021:
  1. Read and complete the Superintendent letter of intent document (Word form)
  2. Submit electronically the Superintendent letter of intent online form (DEADLINE EXTENDED - Due March 15)
  3. Read and complete the abbreviated application document (Word form)
  4. Submit electronically the abbreviated Cultivating Readers Application (DEADLINE EXTENDED - Due April 16)
